SPECIAL REPORT: One-on-One Interview with Retired OPP Officer Vincent Gircys

Former Ontario Provincial Police (OPP) officer Vincent Gircys was kind enough to grant this author a one-one-one interview to discuss the dangerous path towards authoritarianism along with serious threats which undermine rights and freedoms of Canadians.
For added clarity, some questions I asked the veteran officer will be provided below followed by some of his thoughts on each.
What is your motivation for speaking out against Covid-19 measures and mandates?
Officer Gircys first recounted how a famous brisket BBQ restaurant had received the unwelcomed visit of no less than 200 police officers to ensure they shut their doors in obedience to the Covid-19 Pandemic lockdown measures. Gircys noted the obvious and excessive display of force to shutter one mere restaurant; he further added that while the owner was forced to close his restaurant, other places such as Costco, liquor and pot stores didn’t have to lock theirs.
The retired officer also recalled that police forces such as the OPP had pandemic emergency preparedness plans in place long before Covid-19 hit which seem to have been ignored, and that those plans did not include harsh measures such as business closures.
So, he was left baffled as to why those prior plans had not been utilised.
As a seasoned investigator who is most concerned with evidence-based data, Gircys had reviewed a lot of the scientific literature regarding the efficacy of mask wearing which he concluded was not helpful, and mostly “ridiculous.”
Why is it important to have a judicial inquiry/investigation into Covid-19?
The main message in his testimony at the National Citizens Inquiry (NCI) centered on the need for a ‘National Covid19 Forensic Task Force.’
Gircys is convinced that there are multiple international organisations such as the World Economic Forum (WEF) and the United Nations (with their Sustainable Development Goals) working hand-in-hand to commit criminal wrongdoings, including “population control.”
Their level of coordination with leaders in governments across the globe is quite notable, for Gircys observed a 180 degree turn in their behaviour in recent years.
He noted that Big Pharma figures among these bad actors, as could be witnessed by the suppression of effective drugs for the treatment of Covid-19 including Ivermectin and Hydroxychloroquine. “They’ve crossed the line in banning these drugs,” he added.
“Never shy away from speaking the truth. You need to fear the consequences of not speaking up.”
When asked to elaborate about this quote, Gircys noted that most people receive their news from the mainstream media. And when these news sources fail to provide any contrary opinions, the consequences end up being a misinformed population that will have the tendency to think in a sheep-like manner and be too obliging and submissive, going along with harsh measures “for the greater good.”
Accordingly, it comes as little surprise that Canadians’ trust in the media is at a record low since COVID outbreak. The same can be said about the various health authorities and medical doctors for having only provided a single message in that the experimental Covid-19 vaccines were “safe and effective,” almost completely ignoring the risk that they were inadequately tested.
Instead of “safe and effective,” Gircys noted at the NCI, they should have been labeled as “use at your own risk.”
The Supremacy of God
It is worth noting that during the pandemic, officer Gircys had been issued an egregiously bloated fine of $10,000 for attending a Church service in Aylmer Ontario, as I had previously reported.
Therefore, the subjects of God and Spiritual Warfare figured high on my list of questions for the upright officer.
I asked his thoughts on whether what is happening in society is due to a disconnect with God and why he often brings up the phrase “the supremacy of God” which figures in the first sentence of the Canadian Charter of Rights and Freedoms.
Gircys started with a largely unknown fact that the Parliament building in Ottawa has inscriptions of biblical quotes.

“This verse reflects what would happen from sea to sea when the Canadian values expressed in the stained glass windows on the inside are neglected,” explains Christian Roots Canada.
As Canadians’ morals and values do appear to be on the decline over the past decade or so, it comes as no surprise that the righteous path etched in stone by our forefathers have somehow been forgotten and neglected.
Such inscriptions are in place to “keep us morally and ethically pure,” states Gircys. “But we have drifted away,” he sadly observes.
“God is the moral skeleton upon which all words and actions should be guided,” he further adds.
The former public servant of 32 years also observes that the “the supremacy of God” phraseology was agreed upon by then Prime Minister [Pierre Elliot Trudeau] and all provincial Premiers who signed the Charter in 1982. It is thus implied that such a legacy should not be forgotten – even by those who currently serve in office.
There’s also no doubt in Gircys mind that Spiritual Warfare is omnipresent and is plaguing societies around the globe.
“There are very influential and powerful forces” behind this phenomenon Gircys contends, adding that conversations between these entities and those in halls of political power are veiled in secrecy.
A corroborating example of this would be that in which it was revealed that our own Deputy Prime Minister Chrystia Freeland recently held secret talks with members of the World Economic Forum held in Davos, Switzerland, earlier this year.
This is in addition to her sitting on the WEF’s Board of Trustees which represents, at the very least, an apparent conflict of interest, at least according to current Canadian statues.
On a larger scale, it should be emphasised that our own Prime Minister has sworn to uphold three separate oaths which are rooted in secrecy.
Here is the text of the oath to the Prime Minister swears to members of the Privy Council [with emphasis added]:
“I, __________, do solemnly and sincerely swear (declare) that I shall be a true and faithful servant to Her Majesty Queen Elizabeth the Second, as a member of Her Majesty's Privy Council for Canada. I will in all things to be treated, debated and resolved in Privy Council, faithfully, honestly and truly declare my mind and my opinion. I shall keep secret all matters committed and revealed to me in this capacity, or that shall be secretly treated of in Council. Generally, in all things I shall do as a faithful and true servant ought to do for Her Majesty. So help me God.”
What is the biggest threat to freedom and liberty in Canada?
The retired veteran officer had a lot to get off his chest with this question.
“Canada has slid into corporate fascism.”
In line with a previous statement enumerated above, he contends that there is “very strong influence from sources outside [the country]” – which include corporations and NGOs in particular that are directing our political class, moving us further away from our rights.
As values and morals are hastily cast aside, government orders and diktats have been weaponised through lies, deception, and censorship, the seasoned investigator further noted.
Gircys was not exclusively critical of the political class, as he also included the likes of other groups such as doctors who, despite devastating consequences, made a choice to push the rollout of the experimental Covid-19 vaccines.
Cognitive Warfare
When asked about how NATO and the NATO Association of Canada have been committing cyber warfare operations against citizens in Canada and from around the globe, officer Gircys replied “There’s not question about it – that it’s been happening. There’s no other explanation.”
Apart from this warfare tactic being covertly used to gain support for the Ukraine in the Russia-Ukraine War, he also asserts that it is being employed to forward the “Global Climate Alarmism” and Covid-19 agendas.
“It is very easy to detect [such tactics] when you have an intense, single-sided, narrative,” deployed across media, he further notes.
“Money is purchasing influence,” he adds before touching upon the deeper root of the problem. There’s a problem of “discernment,” he continues, implying that the broader public have waned in their ability to discern truth from lies and propaganda.
Oaths of office
Next, we touched upon the oaths that police officers across the country take when they are sworn into duty.
When I inquired as to why it was difficult, even for an experienced researcher like myself, to find the text of various oaths of provincial police officers and that of the federal officers (of the Royal Canadian Mounted Police, or RCMP), officer Gircys noted that it was possible that these have been removed in recent years due to an increase in their interest by a more scrutinizing citizenry.
He nevertheless pointed out that they are not too difficult to find and that simple Google searches could render them.
After following his suggestion, I was able to locate some, though they are not easily accessible on the various police forces own websites.
Officer Gircys further reminds me that this could also be explained by the fact that these oaths are often established and tailored by local jurisdictions and their prescribed respective Police Acts.
Gircys also noted that, generally, police officers swear two oaths – one for their duty and service which is bound to upholding the Canadian Constitution and the other for maintaining secrecy of policing and investigative operations (so as to not compromise the efficiency of their operations), sometimes called an Affirmation, or Affirmation of secrecy.
Here are some examples of the first oath for police officers for selected jurisdictions.
For Ontario, we can locate the oaths via the Government of Ontario’s Regulatory Registry (click here for the Oaths and Affirmations PDF):
“I solemnly swear (affirm) that I will uphold the laws of Ontario and Canada, including the Constitution of Canada, which recognizes and affirms Aboriginal and treaty rights of Indigenous peoples, and that I will, to the best of my ability, discharge my duties as (a police officer, a First Nation Officer or a special constable, as applicable) faithfully, impartially and according to law.
So help me God.”
For Quebec, the oath that provincial police officers (Sûreté du Québec officers) take can be found via the official government portal LégisQuébec under chapter P-13.1 POLICE ACT (Schedule A) which reads:
“I swear that I will be loyal and bear true allegiance to constituted authority, and that I will fulfill the duties of my office of ........................, honestly and fairly and in compliance with the Code of ethics of Québec police officers (chapter P-13.1, r. 1) and that I will not receive any sum of money or consideration for what I have done or may do in the discharge of the duties of my office, to procure the purchase or exchange of anything whatsoever by or with (the Government, the municipality or the employer of the special constable), other than my salary or what may be allowed me by law or by (an order of the Government or a by-law or resolution of the council, as the case may be).”
Éducaloi, a neutral and independent organization with a recognized expertise in legal education, provides additional insight regarding Police Ethics, stating that municipal police forces must also follow the code of ethics. Éducaloi’s Police Ethics capsule provides answers to many questions regarding the expected behaviour of police officers in Quebec. They also note that members of the RCMP are not covered by the code of ethics.
For the province of British Columbia, as per the 1996 Police Act, it reads as follows:
“I, _______[name], do [swear/solemnly affirm] that:
• I will be faithful and bear true allegiance to Her Majesty Queen Elizabeth the Second, Queen of Canada, Her Heirs and Successors;
• I will faithfully, honestly and impartially perform my duties as...............................[office]. ;”
At the federal level for the RCMP, the oath Mounties take are prescribed in the Royal Canadian Mounted Police Act of 1985 which reads as follows:
“I ________, solemnly swear that I will faithfully, diligently and impartially execute and perform the duties required of me as a member of the Royal Canadian Mounted Police, and will well and truly obey and perform all lawful orders and instructions that I receive as such, without fear, favour or affection of or toward any person. So help me God.”
The Constitution is not mentioned in the oaths above for the provinces of Quebec and British Columbia, nor for the RCMP.
Truckers Convoy in Ottawa, the Emergencies Act, and Bank Accounts Seizures
The following set of questions focused on some contentious issues surrounding the Truckers Freedom Convoy in Ottawa.
Retired officer Vincent Gircys had made his way to the nation’s capital to help serve as a liaison between members of the Truckers Convoy and Ottawa Police, the OPP, and the RCMP. For the most, part they had a very good working relationship, he asserts. Gircys worked at the call center for the Truckers Convoy operations center to help with issues such as ensuring trucks were not blocking fire lanes, and the like.
When I asked him which police forces were deployed near the end of the protest which saw many instances of police brutality, Gircys responded that they included police forces from the Ottawa and Toronto police departments as well as those from the OPP and RCMP. There was also a group from Quebec province.
I then inquired as to why some of the officers had no apparent identification on their uniforms during this period. He said that the decision on how they dress or identify themselves depends on the decision of the Police Chief; the coordinator makes the decision based on the necessity of the operation and that when outside police forces are involved it could be for their added safety.
On February 14, 2022, Officer Gircys own bank account at the CIBC was frozen, as were those of organisers and supporters of the Truckers Convoy with other banks across the country.
When I asked him why he replied “I have no idea.”
All the former police officer heard about the bank seizure was from a voicemail by the CIBC stating that they had been notified by the RCMP to do so.
“There is no legal justification for it,” he firmly stated.
Current laws in Canada and the Charter should protect individuals from unlawful search and seizure, yet they did not respect this, the retired officer added.
For those who think that such a bank seizure may have been legally justified under the Emergencies Act (which was invoked on the same day, February 14, 2022), they would be wrong. For, the Emergencies Act itself clearly states that it is pursuant to the Charter of Rights and Freedoms and should thus not violate it, as can be confirmed from the text in following screenshot from the act itself (relevant part emphasised in a red rectangle):

It is certainly quite odd that as a seasoned retired police officer who served for 32 years with the OPP along with the fact that he acted as a liaison between the truckers and law enforcement, he would have his own bank account frozen.
The bank received the order specifically from the RCMP who must have been directed by members of the Liberal federal Cabinet and/or Privy Council , likely by Finance Minister Chrystia Freeland who was quite stern, yet aloof, in her actions and rhetoric on the matter.
Moreover, during a press conference Chrystia Freeland stated that it was “under the Emergencies Act” whereby orders were justified and given to freeze the accounts of those related to the Truckers Convoy. Evidently, it couldn’t be more apparent that Mrs. Freeland’s actions were in direct violation of the law under the Emergencies Act, as is stated in its Preamble shown in the figure above.
Mr. Gircys bank account was frozen for seven days, after which no apology was given by the CIBC.
Vincent Gircys and three other claimants have filed a federal court case in Ottawa regarding this matter and the case is currently pending.
I followed up with a question about the significance and legality, or illegality, of such an action as bold as bank seizures. Officer Gircys noted that over the last two or three years he has seen significant rights violations. He cited the suspension of church services without sufficient documentation or data for their justification as a prime example.
“The biggest problem,” he notes, “is the lack of accountability and transparency,” likely referring to our institutions and those who hold positions of power.
He warned that if we don’t start holding such individuals responsible for these abuses, the situation will get worse.
But, he did offer a rare win over such abusive power, namely a class action lawsuit which saw a $16.5 million dollar settlement being awarded to over 1,100 people wrongfully arrested at the G20 summit in Toronto in 2010.
Press for Truth reporter Dan Dicks had produced a documentary film called Into the Fire which showcase abuses by the Toronto police force during the G20 summit. In August of 2020, Dan Dicks made a post about the court win.
While justice may have been served, Gircys noted that, at the end of the day, it was taxpayers who had to foot the bill.
Roxham Road
I couldn’t help myself to ask the retired OPP Officer his thoughts on the Roxham Road fiasco.
For those unfamiliar, Roxham Road is a border crossing located in the province of Quebec which has seen thousands of instances of illegal crossings by migrants into Canada, not that dissimilar to what has been occurring across the southern border of the United States.
Regarding the broader phenomenon of mass migration around the world, the former forensic investigator suspiciously notes that nearly every country in the Western world is simultaneously experiencing these illegal border crossings. “They put a heavy burden on their financial systems,” he adds when speculating on what could be a goal of the illegal enterprise.
Gircys further notes that Canada has traditionally followed a “value-based immigration system,” citing a personal example whereby his parents had immigrated to Canada, were self-sufficient, and never had to rely on the state for welfare.
The Transgenderism movement & the Vancouver Police Department
On the heels of a recent transgender rally held in Vancouver which turned violent, I thought it opportune to ask the former officer about his thoughts on the policing, or non-policing, which took place at the event.
The aforementioned reporter from Press for Truth Dan Dicks had reported on how police officers from the Vancouver Police Department (VPD) refused to interrogate or apprehend members of the transgender community who issued threats of violence and committed violent physical assaults to counter-protesters present at the same event. Public outrage ensued against the VPD following their passive stance at the event, though they did promise to investigate the matter further.
As for a possible explanation of the lack of action by members of the Vancouver police force, Gircys contended that there can be times when police don’t want to escalate matters amidst a large crowd of people, particularly when emotions run high.
Still, I had to press a bit further to determine whether the VPD were merely standing down so as to appease or placate their stance towards the transgender community. While not wanting to speculate as to whom at the top would issue such kind of stand down orders, Gircys didn’t exclude the possibility of political interference in policing mechanisms.
Gircys informs me that each city and town has a Police Services Board that often tailor policing needs based on their local requirements. In addition, each province has a Solicitor General, and one exists at the federal level. In British Columbia, it’s a dual post of Ministry of Public Safety and Solicitor General that oversees policing affairs and public safety; as such, if any stand down orders were issued towards the VPD, it would have most likely come from them or their own board.
It is worthwhile to see what comes of the VPD investigation regarding the violent confrontations at the trans-rights rally, should any information be forthcoming.
Is Canada a Police State?
“Yes,” was the immediate reply to this question. “Over the last three years there has been a significant increase in the level of surveillance [on Canadians],” Gircys added.
Authoritarianism, intense propaganda by the state media, along with intense censorship are contributing factors which have led to the current state of affairs in Canada.
The Covid-19 Conspiracy
Finally, I asked the seasoned investigator whether he and any partners have commenced preliminary investigatory work into the Covid-19 conspiracy. He replied in the affirmative and that over the last three years, people like him have done investigative work, collecting a significant amount of relevant information.
As I reported earlier, at the National Citizens Inquiry (NCI), Vincent Gircys had called for the formation of a ‘National Covid19 Forensic Task Force.’ The difficulty, however, is that a formal judicial inquiry is unlikely given that it would have to be initiated by the current Cabinet in power that has no desire to incriminate themselves.
Gircys said that in lieu, a ‘National Citizens Investigation Task Force’ could be formed. Tongue-in-cheek, I hinted that similar to the NCI perhaps such an outfit would lack teeth to render substantive change. “I don’t think you need to have teeth to have a hard bite,” the determined veteran replied. In other words, such an investigatory task force could prove effective, at least in the court of public opinion.
I’m writing a book!
In collaboration with the main spokesperson of the National Citizens Inquiry, Michele Leduc Caitlin, Vincent Gircys is planning to write a book about policing in Canada.
Any proceeds from the sale of the book will be donated to an organisation that promotes the rights and freedoms of Canadians, for which I suggested the Justice Centre for Constitutional Freedoms (JCCF) as a possible contender.
For his book, he plans to reach out to active and retired members of police forces around Canada for their valuable input regarding the manner in which the Covid-19 Pandemic was handled, along with their recommendations to prevent such abuses from being repeated in the future.
Off-duty
In outro, I asked the retired officer what he enjoys doing in his leisurely pursuits. “Home building, travel, and discovering the origins of media deception,” he signed-off with.
Something tells me, however, a man of his caliber with an unshakeable spiritual conscience can never fully remain off-duty.

Excellent job, Dan. What a simple but important interview idea. Interview a police officer - who is supposed to be sworn to uphold the law and the national Constitution. There were lots of shocking and important revelations in this interview. For example, the fact his own bank accounts were frozen in the Trucker Protest. I also think you are taking an original approach by analyzing all the language in these oaths of office.
